Graduated National University of Internal Affairs with honours in 1997, and in 2003 defended the dissertation and took a scientific degree of Doctor of Philosophy in Law. The areas of practice are incorporeal right, economic law, civil and family law.

Business achievements of Oleg I.Smotrov are based on deep knowledge of Roman Law. This knowledge allows to see approved mechanisms for solving any case, and as a result to suggest the Client the solution. This can be confirmed by judicial protection of original and derivative databases, subject matters of copyright, and representation in trademark remedy proceeding.

Practical experience is reflected in scientific works and simply useful publications. "The Art to Complain" is the latest notable work which reflects the credo of Oleg I.Smotrov – to suggest original and specific solutions for tasks of Client.

From 2000 he teaches at the department of Civil Law and Proceeding of National University of Internal Affairs.

With the guidance of Viktor I. Zhukov, the PhD, Associate Professor he defended the dissertation on the topic of The right for a computer program defendance: the copyright and legal aspect, in 2002. In 2007 Maksim V. Selivanov was awarded the title of Associate Professor.

From 2004 till 2007 he was the head of legal services of Kharkov National University of Foreign Affairs. He also represented interests during termination of joint operation agreement between state and private educational organizations. The project of Statute for Kharkov National University of Foreign Affairs which was developed by M.V. Selivanov turned into the example for every high educational establishment in the system of Ministry of Internal Affairs of Ukraine.

Professional activity of M.V.Selivanov is based on the combination of theoretical knowledge and practical methods of application. Teaching such subjects as Civil Law, Civil Process, Incorporeal right, Economic Process allows to find juristically accurate solution for every practical case.
